The Environmental Protection and Management Law (EPML) provides for a wide-ranging responsibility for the EPA to ensure the sustainable management of the environment and the natural resources thereof. One of the most important of all is the mandate of the EPA to develop administrative procedures for the preparation of the EIA/ESIA reports that would ensure effective environmental governance (Part III Section 10, EPML, 2003).
