Introduction
The Government of Liberia recognizes that access to safe water is a basic human right and it is essential for the protection of human health, the environment and natural ecosystem. The Environmental Protection Agency of Liberia is the custodian of quality assurance of Liberia ambient water resources. Part of its responsibilities is to ensure that the quality of Liberia’s water resources remain fit for purpose and that the health of both human and the ecosystems are maintained and protected. These aspirations are achieved
through complex water quality administration and management systems involving line ministries, agencies, commissions, the private sector and would be actors/stakeholders.

Access to water can be meaningful when proper mechanisms are put in place to improve and guarantee safe and sustainable use of water resources. Significant progress has been made in the recent past by the Environmental Protection Agency of Liberia to raise the proportion of the population accessing improved water sources. The United Nations Sustainable Development Goal (SDG) 6 calls for ensuring availability and sustainable management of water and sanitation for all. The quest to achieving the goal in Liberia requires the concerted efforts of all stakeholders. This entails the establishment, promulgation and enforcement of regulatory instruments geared towards the sustainable management and use of water resources. The establishment of a regulatory instrument is the first step towards a transformative progress in achieving the goals of improving access and management of water sources and water governance in Liberia.

This regulatory instrument is consistent with Part IV Section 35 of the Environment Protection and Management Law of Liberia (2003). In 2018 the first Water Quality Regulatory Instrument No. RI/C&E/NN/12- 18 was developed and set into motion to guide various actors in the business of water utilization in Liberia.
